While updating the vivid history of the Horn in the original edition (noted in Foreign Affairs, January 1976) to include the 1977-78 Ogaden War and the concomitant superpower about-face, Farer continues to argue persuasively that the Soviet presence in the Horn and the Indian Ocean is no real threat to U.S. interests. The humanitarian emphasis of his prescriptions for U.S. policy remains the same; explicit recommendations include possible U.S. aid to Eritrea aimed at its federation (to be backed by both the U.S. and Soviet Union) with Ethiopia and Somalia.
