Almost everything you ever wanted to know on the subject is reviewed in this handbook, including the status of Charter reform and procedures, short of Charter revision, to reestablish the Council's original role. Highly readable and filled with examples, the book suffers from few of the weaknesses of constitutional guides, but it fails to place prospects for reform in any realistic political context.
